Cup byes for U19s & U17s?

According to a small information panel in the Evening Herald "Striker" this week, it seems that Bray's under-age teams both have byes in the Cup competitions.
The first round draws listed in the paper, which have not been confirmed elsewhere, are as follows.
Enda McGuill Cup (Under-19s):
UCD v Shelbourne
Dundalk v Monaghan
Drogheda v Shamrock Rovers
Athlone Town v Galway United
Cabinteely v Longford Town
Mark Farren Cup (Under-17s):
Bohemians v UCD
St Patricks Athletic v Cabinteely
Cobh Ramblers v Kerry
Waterford v Wexford
Longford v Galway United
The published item makes no mention of byes, and there is no confirmation of the draw on either the FAI or the League websites.
